MINUTES OF THE MEETING OF THE PAROCHIAL CHURCH COUNCIL HELD ON THE 3rd SEPTEMBER 2020

- WELCOME
The meeting opened with prayers led by JB to welcome members and to ask for God’s guidance in deciding matters. The meeting took place in the church hall to facilitate the social distancing required under the guidelines to help prevent the spread of Covid-19 virus. - APOLOGIES FOR ABSENCE

The minutes for 8th July were proposed as correct by RW, with no amendments. The motion was seconded by MB and agreed unanimously. - MATTERS ARISING FROM OF THE PCC MEETING HELD ON 8th JULY 2020
- APCM
Bishop Rose’s original statutory instrument directed parishes to defer the date of the APCM, if necessary, for a period up to 31 October due to Covid-19 guidelines. The Archdeacon has now confirmed by e mail that parishes should proceed with holding their APCM, either as a “virtual” meeting or as a Covid-19 secure “actual, ie physical” meeting, aiming to meet the 31 October deadline. It is the incumbent’s decision as to which format is chosen, as the person best placed to know the congregation’s needs and wishes and their buildings’ restrictions. Rev Jan, taking into account the known preferences of the congregation, and following an exhaustive risk assessment, has decided that the APCM will be an actual meeting. This will take place in church after morning service on Sunday,18th October. The number permitted to be in church to attend will be restricted to 90 persons, as that is the maximum number that the church can accommodate safely under the Covid-19 guidelines. It is expected that this number will exceed the number of those wishing to attend as it is well over the average number of the current regular congregation whose numbers are reduced by Covid-19 restrictions.
Much preparation will be needed to work out the logistics of safely tracking and tracing those wishing to stay on for the meeting, those who will wish to leave after the service and those who will wish to enter the building after the service has ended to attend the meeting.
The usual preparations are completed, all reports were finalised to meet the original deadline in April 2020 and will not be updated. The accounts have been audited and will be circulated in good time before the APCM. In addition, 50 paper copies will be produced for those wishing to use this format, with copies reserved for the PCC and Secretary/Clerk to the meeting.
After their election, Rev Jan has been authorised to swear in the churchwardens on behalf of the Archdeacon. PCC members will follow the usual processes as is customary, to remain in post, or stand for election or stand down as appropriate. Deanery Synod members, a Safety Officer and an Electoral Roll Officer will also be appointed.
COVID-19 GUIDELINES ARE PARAMOUNT TO PROTECT EVERYONE’S SAFETY, AND MUST BE OBSERVED BY ALL THOSE WHO CHOOSE TO BE PRESENT AT THE MEETING.
6 UPDATES ON ARRANGEMENTS FOR PUBLIC WORSHIP
Rev Jan confirmed that numbers attending the morning service have averaged 56 in July and August for the Sunday service and 18 for the Wednesday service. Baptisms will now restart on Sunday afternoons under Covid-19 guidelines restricting numbers and using the portable font. It will be necessary to book a seat to attend the Harvest Festival Service on 27th September, although no uniform organisations can attend under their own Covid – 19 restrictions, the anticipated larger congregation will need to be seated safely.
Rev Jan offered her grateful thanks to all who have helped us to achieve this excellent response, especially to Pauline, Sylvia and Gill for managing the services so well under complex and ever changing guidelines.
Live music at Sunday services will restart with effect from Sunday 6th September. The organist will play before and after the BCP service and the choir will sing hymns at the CW service. The risk assessment to permit this includes the booking in of those in the choir wishing to sing at the service, no rehearsal or robes to be worn, and personal retention of one hymn book.
- UPDATE ON ARRANGEMENTS TO OPEN THE HALLS
RW has previously circulated notes of yesterday’s Hall Committee meeting. Please refer to the information contained therein, and in particular to Gill Page’s accounts. TDC have now licensed the Main Hall to have up to 200 people in the hall, but we will retain our limit of 150.
A new screen will shortly be in place which will enable some dance groups and speaker meetings to restart.
Income forecasts (not including any contribution to the Parish Share) predict that due to the drop in income and together with the on-going essential maintenance costs, it is expected that the hall’s balance will be nil by December 2020, and for 2021 Gill’s Budget will show a net loss of about £14,000. It is difficult to decrease costs although we have saved some money by reducing rubbish collections. Many regular hirers are unable to return due to Covid-19 restrictions imposed by their own Associations. We need to encourage as many Hirers as we can to return to keep the halls viable; especially important because of their contribution to maintaining the church funds.
We now have 12 of our regular groups who have already, or will shortly, return, however, many hirers originally confirmed that did not wish (or are not allowed) to return before January 2021, which is of great concern because of the associated loss of income. With this in mind, following the introduction of some new Government guidelines, all regular hirers who have not already returned, will now be contacted to see if they can return during September. If they can not, they will take the risk of losing their regular slot, should we get the chance to fill it with a prospective new client. If we receive an enquiry for their regular reservation, we will contact them immediately, to see if they wish to make the necessary payments to retain their slot until such time as they are able to return. Otherwise it will be forfeited. It was agreed that we should publicize that we are open for business, are Covid-19 secure and have vacancies for new hirers.
Rev Jan offered her grateful thanks to Roger and his team, for all their hard work in managing the re-opening of the halls under such complex rules and guidelines and also specially to Gill Page for compiling the accounts.
- FABRIC
Please see the Fabric Committee’s recent minutes. Andrew Clague is currently the nominated architect for the next Quinquennial due in 2023. RB and his team intend to start a selection process and will interview three architects from the approved list as we have been unhappy with the last QQ report undertaken by Andrew and the problems with him leaving Clagues.. Hence Rev Jan formally proposed that we begin the process of looking for a new inspecting architect, this was seconded by RB and accepted unanimously. The selection process will take about six months.
The electrical inspection showed that the church will have to be rewired within the next five years and the lighting modernised as it is becoming difficult to replace on a “like for like” basis. This would also reduce the electricity costs. It is estimated that the total cost would be about £40,000. RB requested that this amount be set aside from the generous Charles Watson bequest.
Accordingly, RB proposed that we earmark £40,000 from Charles Watson’s legacy and ask a consultant to prepare a new lighting scheme for the church. This was seconded by Rev Jan and accepted unanimously.
David Tate has kindly compiled a report on the new tree and hedgerow planting along the north and west boundaries of the Churchyard. Please see attached copy. Thanet District Council will do the work and the cost of £1400 will be met from grants and donations. Rev Jan offers her grateful thanks to David for all his work. She will continue to liaise with David and all the PCC members will be asked to confirm their approval for the work to proceed. A faculty and an Archdeacon’s license will also be required.
- FINANCE
The update from Robin has been circulated. Parish Share is a priority; however, it is no longer possible to pay in full the current share of £86,000. It was previously agreed that some of the Charles Watson bequest be earmarked to pay some of the Parish Share. RB now formally proposed that £10,000 from the Charles Watson bequest be used to pay some of the Parish Share. This was seconded by PO and accepted unanimously.
Rev Jan is concerned that we only commit to a realistic figure that we can afford to pay towards our Parish Share. The Finance Committee have discussed this at length. A figure was agreed, which RP and his team, in consultation with Rev Jan, accept is the maximum we can offer in the light of our drastic drop in income.
RP proposed that we pay a Parish Share of £48,000, ie £4,000 per month. This was seconded by Rev Jan and accepted unanimously.
It is not known what consequences there will be now that we can no longer pay the full Parish Share but the drop in income has made this mandatory. Unfortunately, our insurers have advised that we are not covered for income loss due to the virus restrictions. Rev Jan offers her grateful thanks to Robin and his team for all their hard work.
- FUND RAISING
Roy B and his team are trying to organise talks in the halls with refreshments, under Covid-19 guidelines and it is hoped to be able to arrange three such events before Christmas. The FR Committee would shortly meet to discuss arrangements in detail but RB appealed to all members of the PCC to recommend suitable (free) speakers because the more we could find, the more talks could be arranged. Patrick is planning to organise an ensemble to play a concert on 12th December. It is hoped that a piano recital will be possible in the church in 2021. The 200 club currently has 90 members, and we need to pull in more.
11. AOB
Rev Jan advised that Andrea Jones is stepping down from running Sprats. She has served over a long period and Rev Jan will offer her thanks on all our behalf at the APCM. Rev Jan is now looking for volunteers to help Sprats to continue.
Update from PO that Jill Hogben has a report about the painted panels in the church which has yet to be fully circulated. Restoration and display would be most desirable when funds and volunteers permit. Certainly, no such work can be undertaken under the current Covid-19 pandemic.
